Student Exchange Programs

An exchange student from china just arrived and he wants to buy and iphone 4 (without any type of plan or service) and he wants to bring it back to china and activate it there. apparently they’re pretty pricy there. I’m under the impression that an Iphone has to be bought with a plan and can only work with that plan. Is it possible to buy an Iphone without service and then activate it in China?
