Student Exchange Programs

I want to attend a college or university in London. I am fascinated with England and want to experience there. I am an American so do I have to go to college there as a college foreign exchange student? Or can I actually enroll there like a normal student. I understand I need a passport and stuff. Please help from someone who had experience or know the correct information thank you
