Student Exchange Programs

Hope it’s okay for me to be posting this question in the U.S answers board and the New Zealand one. My boyfriend would like to be an international student (not an exchange student). He is interested in New Zealand but we arent sure how to obtain further information on this process. Grants, loans, vaccinations, legal papers, bringing domestic pets and dependents etc.
