Student Exchange Programs

my gf from france wants to transfer a large sum of funds to the US
she will be staying here for 1 year( In California) as a foreign exchange student in a university , what is the best bank to help her out?

Chase charges a $15 wire transfer
and Wells Fargo charges $30 for the wire transfer

What else should we look at? ANy other banks in mind?
