Student Exchange Programs

Especially Vietnamese exchange students. One Vietnamese student in my class doesn’t know how to whisper. Every time I ask him to whisper, he always would speak in a low talk, but not a whisper, so the entire class can here him.

Also, he always asks “What???” really loudly, even when we (our classmates) enunciate really clearly, and then he complains that we don’t speak clearly enough.

Why do they do that?
